Ron Alves has over 33 years of experience as a responder and administrator in Emergency Services. His multi-disciplinary private sector background includes functioning as a Paramedic, Public Information Officer, and Regional Manager.

Ron retired in 2012 after serving as a Captain and Emergency Management Specialist with the Marin County Fire Department since 1983. Ron has served as the primary Planning/Intelligence Section Chief for the Marin Operational Area EOC for the past 10 years. Additionally, in this capacity he has served as staff to CalEMA during the Oakland Hills Fire, the Loma Prieta and Northridge Earthquakes.

Ron has been assigned to California Department of Forestry and Fire Protection (Cal Fire) Incident Command Team 4 since 1998. In 2004 Ron became the Planning/Intelligence Chief for CalFire ICT4.

Ron holds a Teaching Credential in Adult Education from the California State College Board of Governors. He instructs Emergency Management related subjects through the California State Fire Marshal's Office, California Community Colleges, the California Specialized Training Institute, and the Federal Emergency Management Agency.

Since 1986 Ron has been an instructor in the FEMA Exercise Design Course. He has designed and conducted well over 200 exercises throughout the nation. Ron worked as a task force member developing the Advanced Exercise Design Course for the California Comprehensive Exercise Program and has piloted this program in California, Nevada, Mexico and Hawaii.

Ron has been a CESA member since 1992. In 2003 he received the Coastal Chapter Diamond Award and in 2007 he received the President’s Award.

Vicki Osborn is the Assistant Emergency Manager for Orange County and has been involved with Emergency Management for the last 8 years.  Vicki began her career with the Sheriff’s Department over 18 years ago as a Radio Dispatcher.

After many years of shift work, Vicki looked for a career change, and promoted to Emergency Management as a senior program coordinator. Her responsibilities included training, disaster plan development including San Onofre Nuclear Generating Station, Dams, Care and Shelter and Facility Management to name a few. In November, 2007 she was promoted to Assistant Emergency Manager. Vicki’s is Vice President for the State California Emergency Services Association and is the current President of the California Emergency Services Association-Southern Chapter. Vicki earned a B.S. Degree in Emergency Management from Grand Canyon University.

Originally from Florida, John is a retired United States Air Force Master Sergeant and has traveled to, worked in, and lived in places such as Japan, South Korea, Philippines, Oman, Saudi Arabia, Qatar, and the United Arab Emirates. Serving for 22 years, he completed his Air Force career at Beale AFB, CA on August 1, 2000. John joined the Sutter County team in August of 2000 as a Personnel Analyst. On June 1, 2004, he became the Emergency Operations Manager.

As a First Sergeant and an Electronic Warfare Specialist, John was involved in the planning and execution of numerous exercises and deployments. During the course of his military career, he has performed as an Emergency Action Team Controller and Mobilization and Deployment Planning Manager. John was responsible for administering organizational Disaster Preparedness, Emergency Destruct, Mobility, and Operational Plans programs. He ensured accuracy and currency of operational and support plans. John reported to the Commander the program status and coordinated/provided training to the organization for contingency response. He provided and secured transportation for personnel and equipment supporting multiple theater exercises and contingency operations and oversaw the effective deployment and employment of resources. He effectively realigned the Disaster Preparedness and Mobility programs; instituted a teaming approach that maximized efficiency and assured continuity in the absence of primaries. He expedited program revisions and facilitated training for new program monitors and alleviated program deficiencies. John was lauded by superiors for successes of planning and employment of programs during exercises and contingencies; most notable, Operations DESERT SHIELD, DESERT STORM, and ALLIED FORCE.

As the Emergency Operations Manager for the County of Sutter, John now uses his knowledge and experience to develop, plan, and prepare the County of Sutter for natural and man-made disasters. Since becoming the Emergency Operations Manager, he has managed the program and provided leadership during six declared disasters. Additionally, John coordinated efforts with local jurisdictions to complete a Multi Jurisdiction Multi Hazard Mitigation Plan and Emergency Operations Plan. He is a proponent of the Emergency Management Mutual Aid (EMMA) program, having deployed several times in support of other agencies during the wildfires of 2007 and 2008. He is currently the California Emergency Services Association State Board Treasurer and President for the Inland Chapter.

As an Officer of CESA State and Chapter Boards, John has championed emergency management across California. He is involved in the Tribal Emergency Management Process Action Team as a CESA representative. He has attended meetings with Senate and Assembly personnel addressing budgetary and statewide emergency management issues. John has spoken on behalf of CESA before State Assembly and Senate Committees. He attends CalEMA and local meetings on emergency management issues, sharing his knowledge and expertise with emergency management professionals from around the state.

John Gulserian is the Emergency Services Officer for Butte County and has held that position for the past 6 years.

During this time, his planning and preparedness activities have included the development of an All-Hazard Mitigation Plan, Local Flood Mitigation Plan, updating of the County's Emergency Operations Plan and Upper Ridge Emergency Evacuation Plan. Additionally, he has hosted several WMD drills, Table top exercises and a countywide Emergency Operations Center exercise. Currently, he is project manager to several Homeland Security Grants which provide funding to equip and train emergency responders within the county. Previously, John served in the US Army for 21 years in the Aviation field. He has a Masters Degree in Emergency and Disaster Management from Touro University International.

With 27 years of experience, Raymond Riordan is currently the Emergency Preparedness Program Manager for the City of San Ramon in California. He is a Certified Emergency Manager, recognized by the International Association of Emergency Managers (IAEM). He serves as the elected Chair for the California Water/Wastewater Agency Response Network (or CalWARN), and he provides routine support to the US Department of Homeland Security and Environmental Protection Agency on the development of national projects.

Since 2006 Ray has supported the City of San Ramon’s effort to rejuvenate an emergency preparedness program including updating an Emergency Operations Center, exercising and updating the Emergency Operations Plan and creating a regional partnership known as the San Ramon Valley Emergency Preparedness Citizen Corps Council that includes four jurisdictions. For two years prior, he was the acting Executive Director for the California Utilities Emergency Association (CUEA), a private non-profit organization that supports member utility’s efforts to prepare, plan, respond and recover to disasters. For eleven years prior, Ray served as the Emergency Preparedness and Security Manager for East Bay Municipal Utility District (EBMUD), a water and wastewater utility, where his responsibilities included homeland security, emergency management, and managing recovery operations including reimbursement from State and Federal funding sources. Prior to his tenure at the utility, Ray served as the Senior Emergency Planner with Contra Costa County OES from 1986-1992 when he supported seven cities within the county. Somewhere in all that time he served as the President of the California Emergency Services Association (CESA) for the State organization and Coastal Chapter; he managed city, county, special district, utility, regional and state Emergency Operations Centers during Presidentially declared disasters; and he has been a committee member on several county, regional, state, and national committees, including the CA State OES National Incident Management System (NIMS) and Standardized Emergency Management (SEMS) Advisory Committee and Training Workgroup Subcommittees. Additionally, he provided testimony in front of the State of California Assembly, the CA Senate and US Congress on the current state of emergency readiness and response to multi-hazard events, including terrorism. He holds a BS degree from Santa Clara University and a MS degree in Industrial Organization from San Jose State, and he has published articles on emergency planning in several journals, including the American Water Works Association Journal Magazine.

Dave has ten years experience in Emergency Management, having started as an employee at CSU, Sacramento. His preparedness and response capabilities broadened during a stint at the California Department of Public Health's Emergency Preparedness Office, where he assisted in development of EOC training curricula, update of the department's COOP Plan exercise design and health-related emergency response. Dave moved on to Cal OES' Preparedness Branch where he performed Animal Emergency Response Planning, SEMS/NIMS Compliance and exercise design, as well as updating the State Operations Center's activation and operations plans. At CDPH and OES he staffed the Situation Unit during emergency response activities, because once you get good at something, they never let you leave it. Dave is currently entering his fourth year at the U.S. Bureau of Reclamation, where he works to keep the West safe from floods and disasters related to water infrastructure.

Chris Godley is the Director of Emergency Services for the City of San Jose. Chris has served as Incident Commander, Emergency Operations Center Coordinator and Recovery Manager in response to four presidential, eight state, and sixteen local disasters. His areas of expertise include development of emergency management programs and Emergency Operations Center systems design.

Corinne is a project consultant, local to the San Francisco Bay Area, in Dewberry’s Emergency Management Services group. As a professional planner and certified floodplain manager, she brings more than 11 years of professional experience and valued expertise to numerous communities through Dewberry’s emergency management consulting services. Corinne’s experience includes the development of digital flood insurance rate maps, hazard mitigation plans, and emergency management exercises. She also supports the Hazard Mitigation Technical Assistance Program as needed for mitigation grant application review, benefit cost analysis training, and post-disaster tasks.

Corinne delivers high quality products on time and within budget while engaging the right stakeholders and the public in all of her projects. She has a proven record of ensuring customers accomplish their goals. It is Corinne’s mission to build partnerships and increase resiliency throughout the communities she is engaged in.

A California native, Jennifer was born and raised in Yuba City. Her desire to help others is the reason she chose to be in the health and emergency management field. In 2008, she was hired as the Sutter County Public Health Emergency Response Coordinator. This position allows her to continue her passion for health with the added benefit of assisting the public and local agencies in the preparation and response to emergencies. Jennifer has had extensive experience in communicating with a wide variety of audiences, including developmentally disabled and brain injured adults, elementary and preschool children, first responders, doctors, medical staff, and administrators.

In 2009, Jennifer was able to utilize her communication skills and trainings to manage the response to the  H1N1 pandemic. She led the initial setup and managed the operation of the Sutter County Public Health Department Operation Center (DOC). Jennifer was the DOC Coordinator and held various positions such as DOC Director, Plans Chief, Assistant PIO, and Liaison. She facilitated resource requests to the state on behalf of Sutter County Public Health. From 2009-2011 she assisted dozens of local agencies in responding to H1N1, including providing executive level training to local school superintendents.
As the Emergency Response Coordinator, Jennifer manages numerous state and federal emergency preparedness grants. Sutter County has made extensive use of these funds by purchasing equipment, providing trainings, and collaborating with Yuba County for TTX and functional exercises. Other accomplishments have included writing the Sutter County CHEMPACK plan (antidotes for chemical and biological agents), jointly adopting a local health agency situational report, and creating several departmental policies and procedures. 
As a CESA state board member and Inland Chapter Vice President, Jennifer invites the opportunity to broaden her emergency management skills and interface with other professionals to share ideas and increase the collective knowledge base. She is dedicated to ensure CESA continues to be a strong and effective organization for emergency managers within the inland region and across the state.

Kelly Hubbard works for the Municipal Water District of Orange County (MWDOC) and is the Water Emergency Response Organization of Orange County (WEROC) Program Manager. WEROC is a water mutual aid group for water and wastewater utilities within Orange County. Ms. Hubbard provides coordination and support for 34 agencies' in their emergency preparedness, planning, response and recovery efforts. As the WEROC program manager she is responsible for: the maintenance and operation of two emergency operations centers; the coordination of a volunteer group of water professionals; and the development and coordination of multi-agency trainings and exercises. In addition, Kelly works with government agencies of all disciplines to increase awareness of water utilities' role in emergency response and to build partnerships for response.

Ms. Hubbard earned a BA in International Political Studies from Cal Poly Pomona, and a Masters of Science in Emergency Services Administration from CSU Long Beach. Kelly has responded in a variety of different roles to 4 wildland fires, 2 hurricanes, and multiple other small events during her career. She has worked for the MWDOC for 7 years now.

Joe has been with the Santa Barbara County Office of Emergency Services since 1998. He is program manager for the Santa Barbara Operational Area Terrorism Working Group and the State Homeland Security Grant Program. Joe serves as liaison to the 8 city emergency coordinators, various disaster service worker groups and community groups throughout the Santa Barbara Op Area. He also coordinates operation of the Emergency Alert System. Joe is a graduate of California Polytechnic State University, San Luis Obispo, receiving a B.S. in Natural Resources Management. Prior to coming to OES, Joe spent 10 years as the local health inspector, working at Santa Barbara County Environmental Health Services. He continues to maintain his state certification as a Registered Environmental Health Specialist.

Breanna Medina is the Emergency Manager for the City of Rancho Cucamonga and the Rancho Cucamonga Fire Protection District, which serves a total combined population of 170,000 people.  She is responsible for all phases of emergency management, including mitigation, preparedness, response and recovery, and also serves as the lead WebEOC Administrator. She has a Bachelor’s degree in Sociology and a Master’s degree in Leadership and Management with a concentration in Organizational Development.  She serves on the Board of the California Emergency Services Association, Southern Chapter and is the Chair of the State Association Website Committee.

Marsha Hovey is employed by Santa Clara County Fire Department as the Emergency Services Coordinator for the City of Cupertino. She oversees the planning, coordination, training and testing for Cupertino's emergency management programs and works extensively with service clubs, community based organizations, schools and businesses to facilitate an organized disaster response.

Marsha coordinates City and neighborhood based Community Emergency Response teams, a Medical Reserve Corps, Amateur Radio group and several hundred volunteers. Marsha is a licensed ham radio operator, a former 9-1-1 emergency dispatcher has a BA in Business from San Jose State University and is a Certified Emergency Manager. Stacy L. Barnes has served as Emergency Management Coordinator for the City of Compton Fire Department – Office of Emergency Management since 2008. She is responsible for the mitigation, preparedness, response, and recovery phases of emergency management, and coordinates the EM training and outreach programs for Compton City staff and the local community. She modernized and restructured the City’s Emergency Operations Center, and recently updated Compton’s Hazard Mitigation (2011) and Emergency Operations Plans (2012). Stacy also revitalized Compton’s Community Emergency Response Team (CERT) program in 2010 and launched the City’s first Advanced CERT (ACERT) program in May 2013. In addition to her emergency management duties, Stacy also serves as a Public Information Officer (PIO) for Compton Fire, coordinates and supports the FF/PIO staff, assists with fire prevention education and training, serves on the Department’s Training Committee, and provides on-scene support during major incidents. Stacy has a Bachelor of Arts from Washington College, a Master of Arts in Communication from Hawaii Pacific University and a Master of Science in Emergency Services Administration from California State University Long Beach. Stacy currently serves as a Board Member for CESA Southern Chapter and is Chair of the State Membership Committee. She created the Emergency Management Mentoring Program (EMMP) which was launched State-wide through CESA in October 2012. She also serves on the Board of Directors for the California Fire Chiefs’ Association Emergency Management Section, and as a Board Member for both the Area E Disaster Management JPA and the Area E Regional CERT Program.
