Janet is currently the Operational Area Emergency Services Coordinator for Madera County. She has over 15 years of experience working in various functions of emergency management operations, offering her the opportunity to have a broad background in this ever-changing discipline. She is a Certified EMT/WEMT; a CPR/First Aid Instructor; a Community Emergency Response Team (CERT) Training Manager; an All-Hazards Exercise Drill Planner; and serves on several Emergency Preparedness Management Advisory Boards and Committees. Janet's dedication to her community is further expressed through her continued involvement serving in the capacity of Director/Officer on several Boards to include such organizations as: Canine Companions for Independence; Equestrian Trails, Inc; Coarsegold Roundup Association; Sheriff's Department Posse Search and Rescue; Oakhurst Community Center; Feed Madera County, Full Circle Family Outreach and End Homelessness Coalitions; and the Oakhurst Area Chamber of Commerce.

Janet is a firm believer in education. She has a Masters Degree in Public Health – with her thesis project focusing on "Emergency Preparedness: Integrating the Community into Disaster Planning and Coordination" from Walden University – and a Bachelors Degree in Human Development from Cal State University at Long Beach. Janet has also received her Certified Emergency Manager (CEM) credential through the International Association of Emergency Managers (IAEM).

Matt is an independent consultant with almost 25 years of diverse experience in emergency management and public safety. His career spans working as a first responder in several disciplines, California local government emergency manager, a recovery consultant and policy advisor to the director of the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness, manager of a disaster response program for an international NGO, and a senior analyst for a larger corporate consulting firm.

Matt has a Masters in Education and is a Certified Emergency Manager® awarded by the International Association of Emergency Managers. He has responded to a variety of emergencies and disasters, including statewide floods in California, the Loma Prieta and Northridge Earthquakes, the Greensburg Tornado, and, in addition to Hurricanes Katrina and Rita, Hurricane Ike and the pre-landfall response to Hurricane Dean, both in Texas. His out of state experience brings a fresh perspective on how California can continue to be a leader in emergency management in the United States.

John currently serves as the Emergency Services Manager for the County of Sutter. He is retired from the Unites States Air Force (USAF) after 22 years of service. During his USAF career, Mr. DeBeaux coordinated emergency planning and deployment for typhoon evacuations of aircraft and personnel. Additionally, he developed plans for deployment of personnel and equipment during numerous exercises and actual combat deployments. Mr. DeBeaux now uses his knowledge and experience to develop, plan, and prepare the County of Sutter for natural and man-made disasters. He has worked in local government for six years and has been in his current position for 30 months. He has been a resident of the Yuba- Sutter area for over ten years. Mr. DeBeaux has a Masters Degree in Public Administration from Valdosta State University and a Bachelors Degree in Resource Management from Troy State University.
