Kelly Hubbard works for the Municipal Water District of Orange County (MWDOC) and is the Water Emergency Response Organization of Orange County (WEROC) Program Manager. WEROC is a water mutual aid group for water and wastewater utilities within Orange County. Ms. Hubbard provides coordination and support for 34 agencies' in their emergency preparedness, planning, response and recovery efforts. As the WEROC program manager she is responsible for: the maintenance and operation of two emergency operations centers; the coordination of a volunteer group of water professionals; and the development and coordination of multi-agency trainings and exercises. In addition, Kelly works with government agencies of all disciplines to increase awareness of water utilities' role in emergency response and to build partnerships for response.
Ms. Hubbard earned a BA in International Political Studies from Cal Poly Pomona, and a Masters of Science in Emergency Services Administration from CSU Long Beach. Kelly has responded in a variety of different roles to 4 wildland fires, 2 hurricanes, and multiple other small events during her career. She has worked for the MWDOC for 5 years now. She currently serves on the Executive Committee of the Orange County Emergency Management Organization, as a Director of the Southern California Emergency Services Associaiton, and is the Orange County Water Association President.

Donna is currently serving as the Emergency Services Supervisor for the City of Santa Clarita. Donna is responsible for the emergency management planning, disaster recovery, training, exercise development, community outreach, homeland security grant administration, and emergency volunteer training and coordination for the City of Santa Clarita.
In addition to a board position with the Santa Clarita American Red Cross, Donna is on the Emergency Preparedness Committee of the Valley Industrial Association which represents over 2,000 businesses.
Donna's participation with CESA began with conference committee work in 1999; she has also chaired & co-chaired committees for the CESA conferences in 2002 & 2005. Prior to the seven years in emergency management, Donna was employed in the private sector as a Senior Account Executive.

Fan is the Area E Disaster Management Area Coordinator and assists 25 cities in Southeast Los Angeles County with their planning, training and exercise programs and serves as the emergency management coordination link between the local, county, state and federal governments.
As an Area Coordinator, Fan represents the Area E cities on many committees within the Los Angeles County Op Area. She organized SEMS Group LA and as part of that group, has helped develop a generic SEMS Emergency Operations Plan template, an Emergency Managers' Handbook and SEMS Section training for Emergency Managers in the Los Angeles County Op Area. Fan has been with Area E for thirty eight years.
Fan and has served on the Board of Directors of CESA, Southern Chapter for 24 years—23 years as Treasurer. She has also served as Chair of the Awards and Nominations Committees and as Finance Section Chief for our Chapter hosted Annual CESA Conferences.

In his current position is CESA-SC Immediate Past President. As a member of CESA-SC, Roland has, participated and chaired several chapter committees, been involved in the planning of several CESA Conferences hosted by CESA-SC, and was the Co-chair for the 2008 CESA Conference.
Roland has over 33 years' experience in emergency services, in both the public and private sectors. He graduated from the University of Redlands, receiving a Bachelor of Science degree in Business and Management, and is a Certified Business Continuity Planner (CBCP), and a Certified Emergency Manager (CEM) candidate.
Roland has given numerous presentations on business emergency preparedness and has been an adjunct instructor at the California Specialized Training Institute (CSTI), specializing in business emergency management and public/private relationships on emergency planning.

Donna Boston is the Emergency Manager for the Orange County Sheriff's Department. Donna has been involved in Emergency Management for 13 years, working with both City and County governments.
Donna has experience in managing emergency plans, public information, grants, community education, all phases of emergency management and public administration.
Donna's educational background is built on a Bachelors of Arts from UC Davis and a Graduate Degree in Public Policy and Administration from CSULB. Donna is a Certified Emergency Manager through the International Association of Emergency Management and has a solid foundation in emergency management training.
Donna is interested in serving in an active role with CESA-SC because she would like to contributed to the overall mission of the Association - to contribute to the future of emergency management policies and practices. She has been with Brea for 26 years and had 2 years of experience with Fullerton Police Department as a Community Services Officer before that.

LeAnn Coletta is a Certified Emergency Manager (CEM) and has been in the field of emergency management for over nineteen years. She is the Emergency Operations Center (EOC) Manager for the City of Moreno Valley with a population of over 186,000 and is currently very involved in a construction project for a new EOC.
She has developed and participated as lead spokesperson in Ready to Ride It Out part I and II video, which are two thirty-four minute earthquake preparedness presentations for a local cable channel and was interviewed for several segments on a Q & A half hour TV show.
LeAnn is currently Vice-Chair of the Riverside County Operational Area Planning Committee (OAPC) and is Chairperson of the OAPC Mass Care and Shelter Task Force. Recently, LeAnn was awarded the Southern California CESA Silver Award for her leadership of the Mass Care and Shelter Task Force and the Mass Care and Shelter Guidance for Emergency Planners.
LeAnn developed a CERT program for the City of Moreno Valley and since 1998, she has taught over seven hundred sixty-five students. She is also a Train-the-Trainer (T3) CERT instructor for the State of California and has taught several instructor courses in Northern and Southern California over the years.
Among the numerous local task forces, committees and council's that LeAnn sits on; she is currently on the Government Affairs and By-Laws committees for the International Association of Emergency Managers (IAEM).

Gunnar J. Kuepper is Chief of Operations at Emergency & Disaster Management, Inc., in Los Angeles, California.
Much of Gunnar's planning and consulting work takes place within the international aviation industry. He and his team at EDM have analyzed the emergency management procedures and response operations in numerous catastrophic incidents, and published more than a hundred papers and reports.
Before moving to the US, Gunnar was Commanding Chief and Managing Director of several EMS and rescue systems in Europe, particularly in Germany. He received his education in law and biochemistry from the German Universities of Bonn and Hannover.
Currently, Gunnar delivers key-note presentations at major national and international conferences, and briefs law enforcement agencies, governmental and private institutions worldwide on disaster prevention. In 1999 he was appointed as a principal on the NFPA 1600 Standard Committee on “Emergency/Disaster Management and Business Continuity Programs”. During that same year, he also became President of IAEM Region IX, a position that he still holds today.
Gunnar wants to facilitate the sharing of knowledge on hazard, disaster and emergency service related issues, mentor professionals that are new to emergency management, as well as to facilitate a stronger dialogue between CESA members and representatives of the legislative and societal decision making process.

Ellen is a Certified Emergency Manager (CEM) and the Manager of the Anaheim Fire Department Office of Disaster Preparedness.
Ellen has considerable experience in emergency planning, hazard mitigation, response and recovery operations having served as Emergency Services Coordinator for the City of Santa Monica, and for the Orange County Sheriff-Coroner Emergency Management Division. Prior to her career in emergency management, she served 12 years with Trans World Airlines (TWA) where she developed and taught emergency training programs and received the Award of Excellence.
Highlights of Ellen's career include co-producing an award winning disaster preparedness video titled "Before It's Too Late", which describes and demonstrates what to do in any type of disaster. This video is still used today to educate communities on emergency preparedness. Additionally, she launched the City's first employee emergency preparedness pledge drive which is in its 8th year.
Ellen holds a Master's Degree and is a licensed amateur radio operator. She was the recipient of the Outstanding Fire Department Team Member Award by the Santa Monica Jaycees and also received an award from the Rotary Club of Santa Monica in honor of her service and commitment to the community of Santa Monica.
She is a board member of the California Emergency Services Association (CESA), a member of the International Association of Emergency Managers (IAEM), Business & Industry Council for Emergency Planning and Preparedness (BICEPP), and the Orange County Emergency Management Organization (OCEMO). She serves on the Curriculum Committee and Steering Committee of the Orange County American Red Cross and is on the board of the Anaheim Citizen Corps Council.
